There is a real crisis of confidence and lack
of faith between the settlers, particularly those in the Beit El region,
and the IDF, the defense establishment, and the political leadership •
“Ulpana” has become a code word for a bigger battle, one whose
short-term goal is to prevent the destruction of the Givat Asaf and
Amona outposts.

In May 2011, the government adopted a policy
of removing outposts and neighborhoods that were built on land that is
alleged to be private Palestinian property. Still, it promised to make
sure that it would “authorize” and “legalize” dozens of inhabited areas
and neighborhoods that were not established atop private Palestinian
land.
Thus far, however, the authorities have
completed the authorization process of just three such areas: the
settlement of Neve Tzuf, the Givat Habricha neighborhood of Talmon, and
the Kiryat Netafim settlement in northern Samaria.
By petitioning the High Court of Justice,
left-wing NGOs essentially forced the state to initiate the
authorization process for dozens of other neighborhoods and settlements,
yet the bureaucratic red tape is painstaking and lengthy. Authorities
are working to legalize the status of three neighborhoods of Shiloh as
well as the settlements of Eli, Shvut Rachel, Hayovel, Harsha, Givat
Haroeh, the Ha’olim neighborhood of Kochav Ya’akov, Mitzpeh Dani,
