A warrant for the arrest of Calev Blank, 22, on suspicion of torching a Palestinian car, was issued before he was served with an administrative restraining order to expel him from his home in the Samarian Jewish community of Yitzhar for the period of one year.
The army issues administrative restraining orders to residents of Judea and Samaria in cases where the recipients are considered a security risk but there is no evidence to prosecute them. Blank was one of 12 Yitzhar residents served the administrative restraining order on Aug. 2 in an early morning raid by special police forces.
"These orders are issued for specific security reasons," and ISA agent said, "and are implemented after all other ways have been examined to immediately neutralize the security threat to the area by the activists."
On Aug. 7, Blank and another Jewish teenager were arrested and interrogated by the ISA on suspicion of being involved in "price tag" arsons of two Palestinian cars following the brutal murder of five members of the Fogel family in the community of Itamar in Samaria on March 13. A warrant for the arrest of Blank and the 17 year-old was issued on July 31.
"Last week, as you know a large police force raided the settlement of Yitzhar and distributed administrative restraining orders including to the arrestee before us," defense attorney Adi Kedar said at the Aug. 8 hearing before Petah Tikva Magistrates Court judge Dana Marshak Marom. "If so, why didn't you arrest him then if he's so dangerous. If there's evidence, why did you issue an administrative restraining order that is intended to be the last resort? And if you don't have any evidence, why did you arrest him?" Read the rest on:
